Biographical Sketch

SALLY KATZEN is a Visiting Professor of Law. She comes to George Mason from the University of Michigan Law School where she taught administrative law and information technology policy courses. She has also taught administrative law courses at the University of Pennsylvania Law School and the Georgetown Law Center (the latter with Judge Laurence Silberman).

From 1993-1998, she served as the Administrator of the Office of Information and Regulatory Affairs in the Office of Management and Budget (the senior adviser to the President on regulatory matters); she then became the Deputy Director of the National Economic Council in the White House (1998-1999), and returned to OMB in 1999-2001 as the Deputy Director for Management. Before her government service, she was a partner in the Washington DC law firm of Wilmer, Cutler & Pickering, specializing in administrative law and legislative matters.

She has served in various leadership roles in the American Bar Association, including Chair of the Section on Administrative Law and Regulatory Practice.She graduated magna cum laude from the University of Michigan Law School, where she was Editor in Chief of the Law Review, after which she clerked for Judge J. Skelly Wright of the United States Court of Appeals for the District of Columbia Circuit.
