Foreign law refers to the laws of countries other than one's own. International law is the body of rights and obligations, arising from treaties and other sources, between two or more states (or international organizations).

Lexis:

Go to the Research Task tab and select Global Law & Business. Lexis has Global News, Country Law Research, Decisions from USITC, Nafta, WTO and ICJ, International Treatises, for example Benedict on Admiralty. There are Treaties or Agreements and extensive Mexican Law.

Westlaw:

Under the Directory link at the top, Westlaw has an International/Wordwide Material section. 

The tabs -- Westlaw has a topical tab for international law.

ENFLEX database has environmental, health, and safety regulations of numerous countries.

Westlaw has material from the International Chamber of Commerce, American Arbitration Association International, and International Commercial Arbitration.

Other Online Resources:

In addition to LexisNexis and Westlaw, other websites offer intellectual property information.  The most important consideration when using an online website is the credibility of the source.
