Science and Technology in Europe
Dr. Thomas Ratchford contributed the chapter entitled "The United States: science and technology in the 'new economy'" to this annual European Union report on science, technology, and the economy. The report seeks to answer the following question: "What are the most significant projected impacts for EU policy-making one can identify when taking stock of the scientific and technological developments the year has brought?" The report is a joint product of the Institute for Prospective Technological Studies (IPTS), which is part of the Joint Research Centre of the European Union, and the European Science and Technology Observatory (ESTO).
On November 25-26, 1999, Dr. Thomas Ratchford delivered an address to the 25th Annual Assembly of the European Science Foundation in Strasbourg, France. The topic of the conference was "European science in the global context." In his address, Dr. Ratchford compared the state of science and technology in Europe to that in the United States. Dr. Ratchford concluded his address by recommending that Europe "build a policy environment that fosters research and innovation and is constantly renewed."
Science and Technology in Government and Industry
Translating Knowledge into Power and Wealth: The Roles of Science, Engineering, and Technology in Government and Industry Around the World describes the roles of science and technology in government and industry in the G-7 nations, the European Union, China, and India. The co-editors are Mr. William T. Golden and Dr. Thomas Ratchford.
There are two chapters for each country. The first covers the role of science and technology in government, and the second provides a contemporary description of the state of science and technology in industry. These chapters aim to capture not only the roles played by science and technology in the past but, more importantly, chronicle the changes now in progress and in prospect. Authors of the chapters on science and technology in their respective governments are the science and technology ministers or other chief science officials. Equally distinguished authors have been obtained for the industry chapters. The book was published in late 1997.
Foreign Support of Megascience Projects
The Office of Technology Assessment (OTA) of the U.S. Congress provided the STPP with a grant to analyze very large, central facility science projects (megaprojects) in selected countries. The results were incorporated into the George Mason report, "Large Science Project Priorities of Selected Countries," prepared in December 1994. This case report contributed to the OTA study, International Partnerships in Large Science Projects, published in July 1995. Dr. Claude Wolff led this effort while a Visiting Professor at the STPP.
Trade and Technology Infrastructure in Developing Countries
The successful emerging economies of Asia have combined sound policy reforms with effectively integrated trade and technology policies. Adequate communications, human resources, and legal and regulatory systems are basic to a country's progress. The least-developed countries lack the infrastructure necessary to utilize technology effectively in their trade and economic development initiatives. Activities to identify essential trade and technology infrastructure elements in successful emerging economies are under consideration. Further evolution of these ideas into a viable program awaits additional talent and support.
Other Projects
Other areas under consideration for early attention include technology transfer, intellectual property rights in international trade, and comparative technology policies, as well as geographically specific topics.
Technology developments in other countries are of special interest. As scientific and engineering talents have become more evenly distributed around the world in recent years, the importance of two-way flows of technological information becomes greater. Finding ways to catalyze and optimize this information exchange effectively will evolve as an integrative function of the other projects discussed above.
