I. Information and Data Requirements for Science Policy
II.  Human Resources for Science and Engineering
III The Changing Character of R&D

For each theme questions will be discussed such as

  1. Is the theme still valid for the initiative?
  2. What has happened so far (where do we stand) in the program?
  3. What needs to be done in the remaining eight years?

4.  How should it be implemented (how to do it)?

The discussion of each theme should take into account (as relevant) five areas of science and policy concerns:

  1. Basic research
  2. Industrial research
  3. Science and engineering education
  4. Public attitudes toward science and technology
  5. Technology and the economy
