Somin Interviewed on Radio Free Europe/Radio Liberty
Professor Ilya Somin was interviewed on Radio Free Europe/Radio Liberty on the legality of the U.S. air campaign against ISIS. Radio Free Europe/Radio Liberty is an international news organization that serves Russia, Eastern Europe, Central Asia, and the Middle East.
In the Russian-language interview, Somin argued that President Barack Obama is required under the Constitution to get authorization from Congress for large-scale military action against ISIS. Furthermore, Somin said, congressional authorization does not already exist from the 2001 resolution that authorized the use of military force after the September 11 attacks against the United States. Somin also explained that there are good pragmatic reasons for the President to get congressional authorization. Looking to international law, Somin argued that President Obama’s actions do not violate international law.
