Gerald L. Adams III

Biographical Sketch

Gerald Adams is an Assistant Professor of Law at George Mason University Antonin Scalia Law School. He is also affiliated with the Center for Technology, Innovation & Competition at the University of Pennsylvania and is a Senior Innovation Scholar at the International Center for Law & Economics.

Professor Adams’s research focuses on law and technology. His recent projects include examining the interaction between private rights and public regulation of broadband Internet services, the application of antitrust law to digital platforms and industries marked by rapid technological innovation, and the use of technical principles to inform regulation of emerging communications networks and information technologies.

Professor Adams’s academic work has been published or is forthcoming in the Virginia Law Review, the Florida Law Review, the Journal of Dynamic Competition, and the Journal of Law & Innovation. He has written numerous policy white papers and technical reports on technology issues for broader public audiences. Professor Adams also frequently collaborates with the scientific community, having participated in multiple National Science Foundation grants.

Prior to joining the faculty, Professor Adams was a George Sharswood Fellow at The University of Pennsylvania Carey Law School. Before entering the academy, he worked at SpaceX, where he advised on domestic and international regulation related to its Starlink Internet constellation. Professor Adams worked as a research scientist in various laboratory and commercial settings before entering law.

Professor Adams earned his JD, magna cum laude, from The University of Pennsylvania Carey Law School, where he was a Levy Scholar and received the Herbert F. Schwartz Award for distinguished achievement in law and technology. He was also a research assistant to Professor Christopher Yoo (Penn Carey Law) and Professor Kevin Werbach (Wharton School). He received his BS from the University of Utah, cum laude, where he studied applied mathematics, economics, and physics.
