Biographical Sketch
As Managing Partner of the Baltimore litigation firm Kramer & Connolly, Irwin Kramer devotes much of his practice to defending attorneys in disciplinary proceedings and representing bar applicants in character and fitness matters. This focus developed after years as lead counsel in complex civil cases, including legal malpractice actions. His extensive trial and appellate experience in state and federal courts, combined with his background in law firm management, gives him insight into the professional pressures and ethical challenges attorneys face daily.
In addition to teaching at George Mason University, Mr. Kramer has taught at the University of Chicago, American University, the University of Maryland, the University of Baltimore, Michigan State/Detroit College of Law, and Temple University. His scholarly work has appeared in Catholic University Law Review, UMKC Law Review, Suffolk University Law Review, John Marshall Law Review, and Cardozo Arts & Entertainment Law Journal.
To increase public understanding of the law, Mr. Kramer has served as a television legal analyst, and hosted legal programs on C-SPAN and the Legal Television Network. Appointed to the Supreme Court of Maryland’s Standing Committee on Rules of Practice & Procedure, he helped revise state court rules, including those governing attorney discipline. He also chaired the Professional Ethics Committee of the Bar Association of Baltimore City and now serves on the Board of the Association of Professional Responsibility Lawyers.
Mr. Kramer graduated summa cum laude from Towson University and earned his J.D. with honor from the University of Maryland School of Law, where he won the moot court championship and was inducted into the Order of the Coif. He received his LL.M. from Columbia Law School and served as Vice President of its D.C. alumni association. He is admitted to practice in Maryland, D.C., and several federal courts, including the U.S. Supreme Court.
