Biographical Sketch
Todd McDowell served in the United States Air Force as a Judge Advocate and Special Agent with the Air Force Office of Special Investigations for 25 years, retiring in 2017 as the Director of Operational Law, HQ USAF, Pentagon. Throughout his career the focus of his duties centered on criminal law, as a prosecutor, defense counsel, and later as a Military Judge, and also military operational law. He deployed to Iraq, Afghanistan, Qatar, and Saudi Arabia. He has additional overseas duty in Europe and the Pacific. Since retiring from active duty, Professor McDowell has continued to serve in the Department of Defense, Office of the General Counsel.
Professor McDowell taught law at the U.S. Air Force Academy from 2001-2004, and has been an Adjunct faculty member at Antonin Scalia Law School since 2020. In Spring 2024, he had the honor of coaching a Mason moot court team to 2nd place in the national Clara Barton Competition in international humanitarian law. As a student, he served as a Notes and Comments Editor for the Colorado Environmental Law Journal (1996-1998), and later as an articles editor for the Air Force Law Review. He has several published articles and notes.
