Biographical Sketch
Lisa Hemmer is a graduate of the University of Oklahoma (BA Geography 1977, Ewing Fellow) and Harvard Law School (JD 1980). She pursued a 30-year career as a civil servant in public lands law, beginning her career as a civil and criminal attorney at the U.S. Department of Justice, Environment (formerly Lands) and Natural Resources Division, and completing the last decade of her career as an Administrative Judge for the Department of the Interior Board of Land Appeals (on detail also to the Interior Board of Indian Appeals). After retiring, she was a consultant to the BP Oil Spill Commission on issues related to the National Environmental Policy Act. She is also an adjunct legal professor of writing and advocacy.
