Richard Allen

Biographical Sketch

Richard Allen is a partner in the Washington D.C. firm, Zuckert, Scoutt & Rasenberger, LLP. After graduating from Columbia Law School in 1970, Mr. Allen clerked for Judge Carl McGowan on the United States Court of Appeals for the District of Columbia Circuit, served as an Assistant to the United States Solicitor General and as General Counsel for the Interstate Commerce Commission. Mr. Allen has extensive experience in litigation involving issues of federal and state jurisdiction. His experience includes 10 cases he has argued before the United States Supreme Court, many other cases before other state and federal appellate courts and more than 15 cases in which he represented plaintiffs challenging state taxes on constitutional grounds. His private practice currently focuses on transportation law and regulation.
